The High Efficiency Toilet (HET) Voucher Program offers a voucher valued at up to $165 to replace an existing high-water using toilet with a water saving model.

What is the Difference Between a Voucher
and a Rebate?

The Voucher is used the same as cash at a participating retail store or outlet (point-of-sale). Each preapproved customer is provided with a voucher that is accepted towards the purchase of a qualifying WaterSense® high efficiency toilet. The voucher value is up to $165, or the retail cost of the toilet, whichever is less.

A Rebate provides the opportunity to purchase a qualifying WaterSense® high efficiency toilet at a retail store of choice. After the purchase, the rebate application is mailed with a copy of the current water bill and original sales receipt. Once the application is approved, a rebate check is issued for up to $165, or the retail cost of the toilet, whichever is less.

To qualify, homes must be built before 1992 and customers must not have previously participated in another toilet replacement program. Customers must currently receive their service from a water district that has signed on with the "High Desert Saves Water Program". There are a maximum of two toilet replacements per home with this program.

Save $ and 12,000 Gallons of Water Per Year
It is possible for a family of 3 with a new high efficiency toilet to save more than 33 gallons of water per day or 12,000 gallons per year. Toilets have an estimated life of 20-25 years which means long term dollar and water savings.
